The Construction Site is the Level 19 Infected Zone, and it's located in Morbucks Towers. Grim and a few other NPCs send you here. Fusion Coop is talking to the Spawns via walkie-talkie, trying to construct another Dark Engine. It's most likely Princess Morbucks' dad had hired workers to build towers for his spoiled little brat.
